Legislative Leaders Should Enable a True Price Ceiling That Will Hold Polluters Accountable

Right now, New York is developing an emissions cap system that could, if done well, help raise billions for communities by making polluters pay for their emissions. Unfortunately, that’s not what’s happening. As it’s written so far, Governor Hochul’s cap-trade-and-invest program proposal would fall far short of the 2023 emissions reduction targets set by our landmark Climate Act, allowing the climate and environmental justice catastrophe to intensify unchecked over the years to come.
